I will inspect the bug, but meanwhile, i'll make you aware of the "change instrument" and "change generator" feature available on the right click menu.
It does change the corresponding value in the range selected to the one set in the instrument/generator combobox.
About single element selection, I played with the idea back in the days, and didn't work quite well. Also, several internal parts (both in drawing and data) would need to change.
We are doing some changes in the pattern editor (necessary due to the addition of the new playback engine), so we may have a second look at that.
EDIT:
I've checked the code. The routines are made so that if you have selected a tweak type in the tweak dialog, then the settings will use the values from the comboboxes in both, the machine and parameter.
If you do not select a tweak in the dialog, then it will keep all three. i.e. the note/tweak, the machine and the parameter will be those of the first line selected.
I believe I wrote it that way, because sometimes I wanted to add a tweak to a track where there wasn't a tweak yet, so i needed a way to do so without writing the tweak first.
