midi setting problems!

There is a section in the setting like midi controls or sometning. I was wondering how To work with your midi keyboard and the effects of plug-ins and such? How does it work and how can you set up keys? Or do you need a keyboard that has knobs such as the oxygen 8 or something? Please don't tell me I blew over 300 hundred bucks for nothing

PS:
Also is there a way to change the Octave of your keyboard in the program so you don't have to lower the octave for each note but you can set it for your keyboard? Is there an option for that? If not there should be
