It's on sourceforge, under the 1.8.5 version, which was the first to incorporate it:

I know this one but it's an old version. Only few plugins.
When I run 1.12 installer there is option to download 18MB vst bundle. Without it tutorial files won't work

OK I simply backed up psycleplugins folder from existing installation but it would be nice to have proper install file in case server is down or computer with no internet connection.

The psycleplugins folder is the folder of the native open source plugins (the third of the checkboxes in the installer. the fourth also, if including the closed source ones).

We only made one vst bundle, and yes, it is old and there are problems to use them nowadays.
I don't remember why we put 18MB as an indicator in the installer. Maybe it's the uncompressed size.
